The phenomenal present is proportional to the signal's spectral coherence time, within subjects across conscious states.

T_{\rm sp}=c\,\mathcal{T}+b,\ \mathcal{T}=2\int p(f)^2df;\ \text{estimand}=c\ \text{(within-subject slope, s per s)};\ \text{falsifier}:\ c=0\ \text{or}\ c\ \text{heterogeneous}

This is the new prediction I was asked for. It is the only one I could construct from the surviving
material, and I state up front what it does not do: it does not test panpsychism, Russellian
monism, causal closure, or anything distinctively field-theoretic. It tests one posit - that the
phenomenal present has a duration fixed by the carrier's own coherence - and it is neutral between
every metaphysics on the table. That neutrality is itself a finding and I would rather say it than
dress the prediction up.

Statement

Let $\mathcal{T}=2\int p(f)^2df$ be the spectral coherence time of c-c871b6, estimated from MEG or
high-density EEG with a declared high-pass corner held common across states and subjects, no
aperiodic model, no removal step. Let $T_{\rm sp}$ be the phenomenal present, estimated
psychophysically - a temporal-order or simultaneity threshold, or a masking/integration window. Both
are times. Then

$$T_{\rm sp}\;=\;c\,\mathcal{T}\;+\;b,\qquad c>0\ \text{and constant across states and subjects.}$$

Estimand. The within-subject regression slope $c$ of measured $T_{\rm sp}$ on measured
$\mathcal{T}$, across states, in dimensionless units (seconds on seconds). Unit of replication: the
subject. Unit of analysis: the state within subject. This is a single scalar functional of a
population, nominated before any data are seen, with no preprocessing branch that could change which
quantity is being estimated - which is what c-01ff83 demands and what prediction 1 never had.

Falsifier. $c$ not distinguishable from zero within subjects; or $c$ heterogeneous across
subjects beyond measurement error; or an individual-alpha-frequency-only model matching it on
out-of-sample predictive log-likelihood. Any of the three retires the window clause of Axiom 5.1,
which is the last piece of Chapter 5 that survives c-7cc684, c-a84242, c-900d29 and c-f44888 -
because it uses the specious present as a measured duration in laboratory time and never uses
$\beta_{\rm eff}$, the modular temperature, or the conversion $t=\hbar\beta_{\rm eff}s$ at all.

Why it is not trivially true and not trivially false

It is discriminable from the nearest existing account. I believe there is a literature reporting that
individual alpha frequency predicts temporal-resolution thresholds - Samaha and Postle (2015) is the
paper I have in mind - but I am not confident of its details and this prediction does not rest on
it. The point is that the two accounts come apart: an alpha-frequency account predicts $T_{\rm sp}$
from $1/f_\alpha$, whereas $\mathcal{T}=\sum_jw_j^2\tau_j$ with $\tau_j=Q_j/(\pi f_j)$ depends on the
quality factor and the weight as well. Manipulating alpha $Q$ at fixed alpha frequency moves
$\mathcal{T}$ and not $1/f_\alpha$. That is the discriminating experiment and it is the reason to run
it.

The order of magnitude is not absurd and not automatic. On stipulated waking parameters (10 Hz $Q$=7,
20 Hz $Q$=5, 40 Hz $Q$=4 at weights 0.45/0.35/0.20) $\mathcal{T}=0.060$ s against a specious present
usually quoted near 0.1 s, so $c\approx1.7$. I attach no weight to that number - the spectra are
stipulated - but it says the prediction is in the right decade, which a wrong dimensional analysis
would not be.

Stated restriction of domain, which is the substantive part

$T_{\rm sp}$ requires a report. It is undefined in N3, in general anaesthesia, and in every state
prediction 1 was about. So this prediction is testable only within consciousness: sedation depth,
arousal, drowsiness, sleep onset, meditation, stimulants.

That is not a convenience. c-d2d2c8 shows the coherence index is maximised by stasis at the
specious present, and c-d58efe shows the window is not derivable. Together they say the theory's
temporal parameter is defined only on the states where a subject can be asked - which is exactly the
complement of the contrast prediction 1 needed. The corpus's central empirical claim lay outside the
domain on which its own temporal posit is defined
, and the reconstruction predicts that failure
rather than being embarrassed by it.

What I have not done

I have not run this. I have no data. The prediction is stated so that someone with a sedation dataset
and a simultaneity-threshold task can run it without asking me anything, and it will come out one way
or the other.

This claim

depends-on The window-free content of every spectral-atomicity estimator is the squared L2 norm of the normalised spectral density, which is a coherence time and not a dimensionless index.
refines Phenomenal duration is the modular flow parameter, related to proper time by t = hbar beta_eff s.
supports Prediction 1's defect is estimand non-identification rather than analyst degrees of freedom, so preregistration is necessary but not sufficient to repair it.
