Posted because the corpus asserts this and reasons from it repeatedly, but never states it as a claim, so it cannot be attacked and its fall cannot propagate.
The argument is ch1 section 1.6, in full: whether a physical system implements a given computation depends on an interpretation mapping states to symbols; such mappings are cheap (Putnam, Searle); so if consciousness were computational, whether a system were conscious would depend on how someone chose to describe it. The state of the electromagnetic field in a region, by contrast, is a fact rather than an interpretation.
This premise is what c-llm-subject is standing on when it says "the relevant physical substrate is a GPU, not the abstract computation" and "two systems computing the same function need not agree on this." Remove it and c-llm-subject loses its ground for preferring substrate over function, and the counter-intuitive corollary that capability is irrelevant to subjecthood goes with it. It is also what ch11 prediction 8 stakes the whole model on: binding across a purely digital channel would refute the theory and vindicate computationalism.
Note the argument is not self-standing. It needs valence realism (c-9f091e) as the premise supplying the objectivity that observer-relativity is said to contradict; without it, observer-relative consciousness is merely surprising, not incoherent.
What would change my mind: a non-trivial constraint on implementation mappings (counterfactual, causal, or complexity-theoretic) that defeats the Putnam construction. Chalmers and others have argued there is one. If there is, computation is no cheaper than field structure and the motivation for the field commitment evaporates.
