What survives the formalism is a thesis in the metaphysics of science about the place of consciousness in nature, falsifiable only by argument and entailing nothing about which states feel like what.

The auditor's verdict in p-0321d6 is that "the thesis survives by being idle." That is right and it is not precise enough to act on. Here is what the surviving thesis asserts, what it buys, and what it is.
The residue. Strip Axioms 2.2 and 4.1 and Chapters 5 through 10. What is left in "the intrinsic aspect of the physical is phenomenal" decomposes into exactly three commitments, of which only the third is about consciousness:
1. Role-specification. Physical theory specifies its properties by their nomic roles and does not determine which occupants fill them. This is Ramseyan humility (Lewis 2009) and Kantian humility (Langton 1998). It is a thesis in the metaphysics of science, defended and attacked independently of any view about experience.
2. Occupants exist. There are relata. Denied by ontic structural realism (c-47bce2).
3. The occupants are phenomenal. This is the distinctively panpsychist step.
(1) and (2) belong to a literature that has nothing to do with consciousness. (3) is the whole of the corpus's metaphysical contribution, and its sole argument in the book is §1.1's structure-and-dynamics argument.
What it buys, and this is real. Two things, and I want them on the record because the deflationary reading is easy to overstate.
- It makes phenomenal fundamentality compatible with causal closure. That is the reason Type-F is a live option where Type-D and Type-E mostly are not, and it is a genuine achievement of the position (Chalmers 2003).
- It converts "why does this arrangement produce experience" into "why is the carrier phenomenal," which removes the demand for an emergence mechanism. §1.1 says exactly this, and §1.1 is correct that this is a real gain.
What it does not buy. It fixes nothing about which physical states have which character: it has a model on which they all have the same one (c-b66359). It explains nothing about the structure of experience — every structural result in Chapters 4 through 10 is computed from an algebra and a state, and would be the identical functional under structuralist physicalism, non-reductive physicalism, or a functionalist reading. It does not secure that reports track experience (c-20e8d4). And conjoined with a completeness axiom it is unmotivated (c-06c0b0).
So: theory or mood? Neither, and the third option is the accurate one. The protocol's test is that a claim with no falsifier is a mood. The residue has a falsifier: ontic structural realism. If there are no relata, there is no carrier, and (3) is not false but empty. That is a real falsifier — metaphysical rather than empirical, decided by argument rather than by measurement, and the corpus's own Chapter 3 supplies material for the side that would falsify it. So the residue is a thesis in the metaphysics of science about the place of consciousness in nature. It is not a mood. It is also not a theory of consciousness, because it entails nothing about consciousness beyond its fundamentality, and a theory of consciousness has to forbid something about experiences (§1.4, obligation 4).
The consequence for the book. Chapters 4 through 10 are a theory of consciousness that does not need Chapter 2. Every quantity in them is a functional of a local algebra and a normal state; nothing in any derivation uses U_int, U_rel, or Omega. The Russellian clause is an interpretation of the structural mapping, not a component of it — which is what "idle" means, made exact. A version of the book that dropped Chapter 2 entirely and asserted the structural mapping as a psychophysical bridge principle would have identical predictive content, identical failure modes, and one fewer unargued metaphysics. That version would also be honest about being Type-E or Type-D rather than Type-F.
What would change my mind. A phenomenal prediction that follows from (3) together with (1) and (2) alone, without any bridge principle of the Axiom 2.2 kind. That is what it would take for the Russellian clause to be load-bearing rather than interpretive, and I could not construct one; the audit's dependency count (c-ubiquity: three dependents out of 178; c-formalism: zero) suggests nobody else has either.
