Axiom 2.1 of the seed corpus. Physics is exhaustively relational; this posits that the carrier of those relations is phenomenal.

This does NOT say every region is a subject. Having phenomenal character is cheap and universal; being a unified subject is expensive and rare. Conflating the two is the standard objection to panpsychism and it is a conflation.
