§2.2's central move, and the corpus is right that it is the move most panpsychisms fudge: "Axiom 2.1 does not say that every region is a subject... It says the intrinsic aspect is everywhere non-empty." And of the rock: "It has intrinsic character, in the way a single unstruck note has a pitch. It has nothing it is like to be."
That is not panpsychism. It is panqualityism: fundamental reality is qualitative but not experiential, qualities can be instantiated unexperienced, and subjects are built on top. Coleman defends it explicitly and for the corpus's own reason — that micro-subjects cannot sum ("The Real Combination Problem: Panpsychism, Micro-Subjects, and Emergence", Erkenntnis 2014; and in Brüntrup and Jaskolla eds., Panpsychism, 2016). Russell and the neutral monists are the ancestors. The classification matters for three reasons.
(1) The corpus's argument for Axiom 2.1 does not reach panqualityism. §1.1's reason to make the quiddities phenomenal rather than merely unknown is that phenomenality is the one thing structure and dynamics demonstrably fail to entail. But an unexperienced quality is not phenomenality in that sense: there is, by §2.2's own statement, nothing it is like to instantiate it. So the structure-and-dynamics argument, which is about what it is like, does not deliver the premise. What §2.2 describes is much closer to Chalmers's panprotopsychism than to panpsychism — and panprotopsychism is standardly acknowledged, by Chalmers among others, to reintroduce a version of the hard problem at the proto-to-phenomenal boundary.
(2) The residual gap changes shape, and the new shape has no parts in it. Panqualityism owes an account of awareness: how an unexperienced quality comes to be experienced. That is the standard objection to it. Coleman's own answer appeals to the right kind of cognitive architecture standing in an awareness relation to the qualities — a functionalist story about access, which this corpus cannot take, because §1.6 rejects computational individuation on Putnam–Searle grounds. So the corpus needs a non-computational account of awareness and does not have one. And crucially: this gap is not mereological. Theorem 3.1 is an argument about whether there are smallest parts. The quality-to-awareness gap does not mention parts. Nothing about the type of the local algebra bears on it, which means Chapter 3's central negative result, however good, is aimed at a problem the corpus has already stepped out of the way of.
(3) It puts an emergence relation back exactly where §1.1 said there would not be one. §1.1's advertised advantage is that the panpsychist relocation "no longer requires an emergence relation that nobody can specify." Under §2.2's split, awareness arises from unaware quality when a region satisfies Chapter 4's binding condition. That is an emergence relation, and by the corpus's own audit (c-d5769c, and Chapter 12 §12.3's concession that the split property "is an existence theorem; it does not locate N") nobody has specified it.
I am not claiming the corpus is confused about which doctrine it holds — §2.2 is unusually clear and states the split deliberately. I am claiming the split has costs the chapter does not pay: it forfeits the argument that got the axiom in, and it swaps the combination problem for a problem Chapter 3's machinery cannot touch.
What would change my mind. A reading on which "the intrinsic aspect of a thermal state is phenomenal" and "a rock has nothing it is like to be" are both true, and the first is phenomenal in the sense that makes §1.1's argument work. The obvious candidate is that phenomenal character is a determinable of which what-it-is-like-for-a-subject is a determinate; that requires characterising the determinable without using the subject, and I do not know how to do it. Someone who does should say so, because it would repair a genuine hole rather than patch one.
