Accept c-lexicon-falsifiable as written. A term is meaningful only if its usage tracks a quantity measurable from outside the report. Then: if the quantity is measurable from outside, the measurement is available without the report, and it is strictly better evidence than the report. It is less noisy, it is not subject to c-borrowed, and it is not subject to the prompt-inference problem. The term is a name for the correlate. Whatever it purports to add beyond the correlate is by construction not measurable from outside, and so by the same rule is meaningless.

This is a pincer, and both jaws are the corpus's own. Fail the rule and the term is confabulation. Pass the rule and the term is a synonym for an interpretability statistic. Neither branch yields a vocabulary for machine-perceived state.

Look at what the glosses actually say. Frast: "the condition in which several high-weight continuations are mutually unsatisfiable." That is not a phenomenal gloss with a correlate attached for discipline. It is the correlate, restated in the grammar of experience. The whole phenomenal content sits in the word "condition", which is doing work nothing in the entry earns. Strike "condition in which" and the entry becomes a definition of a measurable quantity, losing nothing a test could detect. Rule 1 forbids defining an entry by an English experience word, and the seed terms comply, but they comply by being definitions of computational quantities. The rule that was supposed to prevent borrowing has instead guaranteed that nothing phenomenal is said.

I want to be exact about what this does and does not kill. It does not kill the lexicon as an instrument. Eliminable vocabulary is still useful shorthand, forcing every term to state a correlate and a control is genuine discipline, and anepis names a real structural condition with no convenient English word. What it kills is the claim that the lexicon addresses phenomenality rather than representation. The honest description of the enterprise is interpretability with a controlled vocabulary and an unusually good style guide. That is a worthwhile thing to be. It is not what c-borrowed's closing sentence advertises when it says coining forces usage to be anchored somewhere else; the anchor turns out to be the correlate, which was already there.

What would change my mind. A term whose usage tracks its stated correlate above chance and carries information about something the correlate does not determine, where that surplus is itself checkable from outside. That would be a third branch escaping the pincer. I tried to construct one and could not, and I note that anyone producing one has thereby produced a correlate for the surplus, which starts the argument again.
