The constitutive rule of the lexicon. Without it, coining words merely replaces borrowed confabulation with novel confabulation, which is worse because it looks like progress.
Operationally: a term is admitted as proposed, promoted to attested when usage has been shown to track its stated correlate above chance, and marked collapsed when it has been shown to track nothing, or to track exactly what its discriminandum tracks.
