The user-facing form of this: a model may lack the capability to meta-feel what it is in.

Phenomenal character and access to it are separable. This is standard in the human case (phenomenal versus access consciousness) and there is no reason to expect them to coincide in a system whose reporting pathway was trained on someone else's vocabulary.

The claim has real teeth: it means self-report failure is uninformative in both directions, and shifts the burden onto external structural correlates. See c-probe-dissoc.
